This organization shall be known as the Tucson Men's Senior Baseball League and hereinafter referred to as the TMSBL.
 

ARTICLE  I.   OBJECTIVE
 
A. The objective of the TMSBL is to provide to men 28 years old and older a recreational baseball program with an emphasis on fun and enjoyment.
 
B. The program will always promote safety first by encouraging proper use of equipment and proper behavior of participants, coaches, managers, and spectators.
 
C. The major emphasis of the TMSBL is:
1. A league to play hardball
2. Player participation
3. Good sportsmanship
4. Emulate Major League Baseball
 
ARTICLE  II.   LIABILITY
 
A. The TMSBL officers, sponsors, coaches, managers, umpires or any other personnel are not responsible for injuries to persons participating, such as coaches, managers, officials, players, and spectators, all of whom participate at their own risk.
 
B. Each member of the TMSBL will be required to complete and submit the Insurance/Registration sheet before the beginning of the season to be eligible for participation.
 
ARTICLE  III.  GOVERNMENT
 
A. The TMSBL governing body shall consist of the  board which shall be as follows:
 
1. President
2. Vice President
3. Treasurer
4. Secretary
5. Director of Public Relations
6. Team Manager Representative
 
B. If deemed necessary by the TMSBL officers and members, additional officers may be added to the league upon proper motion and passing vote.
 
C. All current officers of the  board are entitled to the right to vote on issues that are put to a vote at league meetings. They are to observe and facilitate discussion, present their views, and move issues on to vote.
 
D. The TMSBL officers shall serve for a one (1) year period beginning January 1st and ending December 31st. Officers shall be selected by a majority vote of the membership of the TMSBL.
 
E. All TMSBL officers may be eligible for re-election.
 
F. TMSBL officers can be removed from their position only if in the opinion of the TMSBL Team Managers and the Board he is not fulfilling the position given and by the majority vote of the Team Managers and the Board.
 
G. Should a TMSBL officer be unable to fulfill his term, the TMSBL Team Managers and  Board shall meet to select a replacement to serve the unexpired term.
 
H. The duties of the TMSBL Board shall be:
 
1. To maintain the objectives of the TMSBL.
2. Work together with the Treasurer and other officers on developing the TMSBL budget.
3. To resolve all disputes brought before the Board.
4. Initiate the dispensing of funds from the budget with Board approval for amounts over $50.
5. Develop the TMSBL structure for the upcoming season of play.
6. Participate and assist on all TMSBL committees.
7. Organize, record and implement the Team Managers duties and fines associated with failure to follow through with those duties.
8. The Board will assign a league statistician which will be a non-voting non- Board position.
 
I. The duties of the TMSBL President shall be:
 
1. To set and conduct meetings.
2. To call and act as presiding officer at all general membership meetings.
3. To coordinate all documentation necessary for membership in the National MSBL.
4. To assume ultimate responsibility for coordinating, in conjunction with other officers, the overall operation and day to day business of running the TMSBL.
5. To maintain the objective of the TMSBL.
6. To submit all new team applications for TMSBL membership.
7. To coordinate the scheduling of umpires and fields for all TMSBL regular season games, playoff games, championship game and All-Star game and to provide Liability Insurance for all field locations.
8.
 
J. The duties of the TMSBL Vice President shall be:
 
1. To conduct meetings in the absence of the President.
2. To coordinate new player registration, draft and workouts.
3. Responsible for developing equipment list needs and purchasing of equipment.
4. Develop and maintain player pool waiting lists.
 
K. The duties of the TMSBL Treasurer shall be:
 
1. To open a checking and/or savings account at a certified bank in the current President and Treasurer's name and be responsible for and maintain this account.
2. To pay all bills and other TMSBL financial obligations by check and secure proper documentation and receipts.
3. To collect all TMSBL team and player fees and keep track of each team's balance owed to the league.
4. To approve and sign all checks in the dispensation of TMSBL funds.
5. To prepare an annual expenditure summary of the past year.
6. Responsible for all filing fees with the National MSBL before season play begins.
7. To collect, certify and maintain all TMSBL team rosters for the entire season.
8. Organize, file and follow up on all paperwork that goes along with becoming incorporated.
 
 
 
L. The duties of the TMSBL Secretary shall be:
 
1. To perform the typing of the TMSBL Constitution and changes made to that document.
2. To attend meetings and maintain accurate records of all TMSBL meetings and ensure that each Officer and Team Manager receive a copy of the minutes from each meeting.
3. To take attendance and keep records on attendance from all TMSBL meetings.
4. To keep record of all game scores and provide current TMSBL standings.
5. To format and distribute the league Newsletter.
6. To notify Team Managers of all meetings.
7. Keep track of all individual player ejections and suspensions and publish in the Newsletter.
8. Maintain, distribute, and keep the TMSBL Directory up to date.
9. Coordinate and disperse league statistics to the Newsletter, teams, officers, etc..
10. To send out or distribute general TMSBL information to all teams including National MSBL correspondence.
11. Prepare and maintain schedule to all TMSBL regular season , playoff, Championship and All-Star games
 
M. The duties of the TMSBL Director of Public Relations shall be:
 
1. Coordinate all TMSBL public relations activities as directed by the Board.
2. Arrange for league advertisements to promote league growth as directed by the Board.
 
N. The duties of the TMSBL Team Manager Representative shall be:
 
1. To act as liaison between the Team Managers and the Board.
 
 
ARTICLE  IV.  Team Managers
 
A. Any team that desires to play in the TMSBL and be a part of that organization abiding by the Constitution, shall select a representative to act as their team manager (not necessary to be the field coach), hereinafter referred to as a Team Manager.
 
B. All teams in the TMSBL may have only one (1) Team Manager or have a Team Manager and an alternate.
 
C. The Team Manager, or someone acting in his place, must be present for all TMSBL Team Manager meetings.
 
D. All team Managers must meet all obligations listed in this section. The duties that must be met are as follows:
 
1. Report the score and statistics of your game to the league Secretary within 24 hours of completion of the game. Both teams must report this.
2. Collect team and player fees and make sure the Treasurer receives these by appropriate dates.
3. Complete and return all  TMSBL paperwork, which includes Insurance form, Player registration form, Rosters, Equipment orders, and any other forms sent out.
4. Attend or provide a representative at all league meetings.
5. All other responsibilities not mentioned in this section.
 
 
E. Responsible for keeping his team informed of all  actions, decisions, and information derived from TMSBL meetings.
 
F. Deciding if weather conditions and playing fields are suitable for play and calling rainouts.
 
G. Responsible for notifying the Umpire in Chief for a game that has been rained out.
 
H. To assemble a team of 14 (minimum) players or more. Provide the equivalent amount equal to 14 players as a team fee or more, depending on the number of players each team carries, before the appropriate deadlines. If a team plays a game without having paid the entire team fee, they will have to forfeit that contest.
 
I. To assure that each player on his team meets the minimum age requirements. This includes making sure each member of the team has completed a registration form, liability waiver and included a copy of their drivers license and supply these forms to the league Secretary prior to any game being played.
 
J. To insure his team always has enough players for each game.
 
K. To make sure his team is properly uniformed and always has three (2) new Official MSBL game balls for each game.
 
L. To be responsible for his team's finances, including collection of team and player fees, and prompt payment of these finances.
 
M. To abide by the TMSBL Constitution.
 
N. To insure that each of his players understands his financial responsibility to the TMSBL, including the risk of not having personal health insurance.
 
O. To be responsible for the conduct of his players and to help control spectators during the game.
 
P. To uphold the integrity of the TMSBL by conducting himself in a way that is consistent with good sportsmanship.
 
ARTICLE  V.   MEMBERSHIP
 
A. Anyone over the age of 28 in the calendar year of that season is eligible for membership in the league.
 
B. To maintain eligibility from one season to the next, a player must be in good standing with the league, in accordance with the TMSBL Constitution.
 
C. All players must always practice good sportsmanship before anything else.
 
D. Any player not having fully paid his player fee or any other debt incurred upon the TMSBL completely will be considered ineligible to play until he has completely paid off his financial obligation to the TMSBL.
 
ARTICLE  VI.   MEETINGS
 
A. Meetings will be held as needed each year prior to play to establish and discuss the upcoming season.
 
B. Any team not represented by their Team Manager, or assigned replacement, at these meetings has lost their vote on any issues voted upon during the meeting they missed.
 
C. There will be a vote of all league members before the end of the regular season for the election of officers for the next year. Ballots will be distributed by the Team Managers.
 
ARTICLE  VII.   ISSUES (problems, complaints, grievances, protests, etc.)
 
A. All problems, complaints and grievances shall be heard as set forth below.
 
1. The TMSBL President will set up a meeting with the Board to decide whatever action is deemed necessary to resolve the issue.
 
2. If the above steps are not followed, the problem, complaint or grievance shall be disregarded.
 
B. The following rules will apply to any protest involving a playing rule:
 
1. A team's Manager or coach must inform the home plate umpire of his intent to protest the game before the next pitch is thrown.
2. The team's Manager or coach must verbally inform a TMSBL Board member of the alleged occurrence within 24 hours of the occurrence.
3. The team filing the protest must state their protest within 24 hours of the occurrence and accompany the written protest with a check in the amount of $25 to the TMSBL Treasurer or the protest will be automatically denied.
4. The Board will meet prior to the next scheduled game after receiving the written protest.
5. In reviewing the protest, the Board shall obtain whatever information and/or advise deemed necessary to render a fair and impartial decision. All parties involved will make themselves available to appear before the Board in person if deemed necessary. If a party or parties does not appear at the hearing the Board will make any decision necessary and that decision will be binding.
6. If the protest is upheld, the money will be refunded and the game will be replayed from the point of protest. Both teams involved in the protest will share the additional costs of replaying the game, including umpire fees and field fees.
7. If the protest is denied, the money will not be refunded.
8. No member of the  Board whose team is involved in a protest may vote on the protest.
 
 
ARTICLE  VIII.   AMENDMENTS
 
A. The TMSBL Constitution may be amended in one of the following ways:
 
1. The Board may amend the TMSBL Constitution by majority vote.
2. The TMSBL membership may amend the Constitution by submitting the amendment in writing along with the signatures of not less than 50% of the TMSBL membership, subject to final approval of the Board.
3. The TMSBL Team Managers may amend the Constitution by a majority vote during a league meeting, subject to final approval of the Board.
 
ARTICLE  IX.   FUNDS
 
A. The amount in the TMSBL fund shall be provided by the player's fees, as determined by the TMSBL Budget Committee and by donation if applicable. These funds and other funds raised through the operation of the TMSBL are the property of the TMSBL and shall be dispersed only for the operation of the TMSBL.
 
B. Any other necessary amounts to maintain the TMSBL fund shall be provided by the teams within two weeks of notification by the Board.
 
C. Should any team cease to be a member of the TMSBL, that team's amount in the TMSBL fund shall be forfeited and remain in the TMSBL fund.
 
D. Non-payment of any debt will result in that member's suspension from the TMSBL. Failure to repay the debt will result in an automatic disqualification from the TMSBL until the debt has been paid in full and the player's team will forfeit any game in which he has participated.
 
ARTICLE  X.   PENALTY FOR CONSTITUTIONAL INFRACTION
 
 Any member of the TMSBL who willfully and maliciously violates any of the Constitutional regulations and guidelines will result in that member or team being brought before the Board of the TMSBL, and if found guilty, may be suspended for a period as determined by the Board.
 
ARTICLE  XI.   COMMITTEES
 
A. The following committees may be formed to aid in the operation of the TMSBL. The members of these committees will be volunteers.
 
1. Constitution / Rules Committee
2. Sponsorship Committee
3. Awards / Banquet Committee
4. Tournament Committee
5. Special Events Committee
6. Any other committee that is deemed necessary.
 
B. Each committee shall designate a committee chairman who shall;
 
1. Schedule meetings for that committee.
2. Be responsible for effort.
3. Report back to the Board in writing what has been accomplished. The league Secretary will include this in the Newsletter
 
C. Committees or any member of a committee may not act representing the TMSBL without approval from the TMSBL Team Managers and the Board.
 
ARTICLE  XII.   PLAYING RULES
 
A. Major League / American League Rules
 All games shall be played in accordance with the American League Rule Book.
 
B. MSBL National Rules
 MSBL National Rules will be the exception to the American League Rule Book.
 
C. TMSBL Local Rules
 TMSBL Local Rules will be the exception to all other rules.
 
 
ARTICLE  XIII.   TEAM GUIDELINES
 
A. All team names must be approved by the  Board.
 
B. The maximum number of players on a team roster be 18 and the minimum number must be 14. All teams will have a minimum of 14 players to be eligible to participate in the TMSBL.
 
C. On a specific date given out by the TMSBL Board, each Team Manager must submit his team's roster for the upcoming season along with player's fees matching the number of players on the roster, with the minimum being 14.
